My guess is that ultimately consciousness is in the bioelectric fields surrounding the matter, not the matter itself. It "stimulates" the matter in performative ways to re-organize itself (the fields), and create new inter-matter connection pathways. It's limited by a Markov Blanket that distinguishes what is outside of it from what it identifies as itself. In that way there can be "nested" consciousness... like organs within bodies, and our (consciousness) is like a collective bioelectric field interconnecting all these organs (the brain being merely one for more immediately accessible information storage (RAM from ROM).
I know, endless pendantry... I need a hipflask of my own... (hips).
