I used that metaphor of Brothers Right talking about "bright future of cross-Atlantic flight"... with hope that you'll connect the dots...
While there much more direct example -- Verner von Braun and his counterpart Koroliov -- with their shared dream of cities in the Space, but so far... we was capable to build only wigwams there.

Let's just use what physics call "definition through border limits".
First -- obviously it would need a lab: with 3d printers and computers. And there dozens of such labs around world. Like at MIT. Or... Disney.
Well, that is outdated info. So now there coukd be thousands of em.
And well... I do not see any problem with bootstrapping one anew(with sufficient funds)
Second -- people. Obviously, that cannot be just me in it. Because sheer amount of tasks...
But same time -- it cannot be thousands from get go, because of organization needed.
Third -- political. It cannot be placed in some shithole... by obvious reasons. But same time, it's unwise to start it in some hyped place like Sillicon Valley... rent prices, sneaky competitors, brains...
Also, if it'll be directed to achieve Tier 0 goals -- it's better to be close to an ocean, or sea for at least.
What else? Resources? Government? Closerness to a sacred places? ;-)

Well, your ideas certainly need some sort of grander "marketing" vision. The timelines are just too distant, if you were to ask me and I were to respond honestly. And you'd almost need some sort of tech demo, or better, a series of tech demo's that show some sort of promise and direction, and shanzhai it from there. If it's promising, people will jump on the bandwagon. If not, it will die in the dust and be discarded until some more promising future time when it is rediscovered.
Well, nothing will happen w/o funding and a funding stream. You either need a public source like government or a private equity source. Your best chance at the former is to become a national lab employee and become senior enough to be granted some independence with your own lab resources and then "network" your ideas through colleagues. Some place like CNMOC, NUWC, or some other NAVSEA Lab if you're going for Tier 0.
I worked on a proposal to run a personnel supply shop for NUWC i n Newport once, long ago. It wasn't successful :( Same for running DOE's Savannah River Facility for Lockheed Martin (who already ran Oakridge National Energy Lab).
But most of the Labs are wastelands where good idea's go to die or get put on life support. There are no "risk takers" in government. Risk takers need capital.
Maybe. I haven't seen or talked to him (other than exchanging Christmas cards) in years. He's in Cupertino (Silicon Valley) still. He used to visit whenever he was in DC for a convention (annual).
If Tier 0's your thing, my old roommate's family runs a shipyard in TX. If you ever need an oil rig, he's the man to talk to.
