Reason -- yeah, ability to discern Truth from Lie, operate over basic facts, support discussion.
Rationality -- as stated, ability to proliferate toward reasonable rational goal.
I'd add FURTHER levels.
Pragmatism -- ability... well, more like experience to discern goals in respect to how realistic they are.
Technologism -- knowing (and having) toolset of actual instruments, resources and knowledge... to got there. ;-)

My post is likely over-simplistic... but in thinking about it, I felt hospitality, even under a system of dispute and disagreement (like a Courtroom) or debate required a certain "decorum" of "procedure".... which might involve a third party to maintain.
It's what is "lacking" at many blogs.. even though I hate moderators (even tech ones like that damn spam filter). So, since I hate "other" moderators, perhaps I need to be more "hospitable" myself, and not as surly.

In a techy way -- maybe some type of socnet, which would ELIMINATE interpersonal quarrels... while DISTILLING rational and factual content...
Like... give people to give ANY comment they like -- but show to you only that, that carry something rational/reasonable...

It looks like a good first approximation -- people ask questions. Regarding this or that technical quirk/possibility/feature.
And quite usually, people give quite good and even excellent answers. Even if question vaguely stated.
I admit that I haven't given a "tech" solution must consideration. There's so much nuance in language. I'd always be afraid of excluding too much... sarcasm, irony, or satire...
