Why the Whole USIC National Endowment for Democracy (NED) Strategy was FATALLY Flawed from the Outset

Democracy isn't a panacea.  One-size-fits-All "spreading democracy" solutions build foolish and unworkable coalitions (ie- Iraq).  And this was perceived as the exploitable feature for regime change, and so, not a bug.  It's great for tearing down, but never practical for building up.  It's a hammer, not a tube of glue.  And the USIC and USIP aren't in the "glueing" business.  They're in the "hammering" business.
